New SEPTA Trackless Trolleys With Bike Racks

Spotted at the Frankford Transportation Center earlier this month. The Trolleys will be replacing the remaining 40 older Neoplan buses which did not have bike racks.

We can comfortably say that once the delivery is complete that SEPTA buses and trackless trolleys will be 99% bike accessible.

Bike Share Gets Hearing at City Hall






City Council Committees on Environment and Transportation held a joint 1.5 hour hearing on bike sharing Wednesday afternoon. There was a great turnout of both supporters and City Council members. Thank you to everyone who came!

Deputy Mayor Rina Cutler, who spoke on behalf of the Nutter Administration, expressed support for increasing cycling and supports bike sharing in concept. She discussed the various models for bike sharing. She wants to see bike sharing started as a pilot or demonstration. Her two main issues were 1) what is a workable model and 2) what is the public's appetite for advertising.




Along with Deputy Mayor Rina Cutler, the following persons also testified: Deputy Mayor Donald Schwarz, State Representative Babette Josephs, Alex Doty of the Bicycle Coalition, Clayton Lane of Philly Car Share, Russell Meddin of Bike Share Philadelphia, Brittany Bonnet, Margaret Linzi of the Bicycle Club of Philadelphia, Michael McGettigan of Trophy Bikes, Mark Madden of Cemusa, Martin McDonough of Wall/JCDecaux and George Kauker of Clear Channel Outdoor.

Bike Share Hearings Tomorrow, Alex and Russell on Good Day Philadelphia

Drama At The Bicycle Coalition Office

A bomb threat at our building at 100 South Broad St forced an evacuation and closure of Broad St from City Hall around 11:30 today.

Greenhouse Gas Maps of The United States

The Vulcan Project is a NASA/DOE funded effort under the North American Carbon Program (NACP)to quantify North American fossil fuel carbon dioxide (CO2) emissions at space and time scales much finer than has been achieved in the past.

The video below is a compilation of maps that show the dispersion and concentration of CO2 in the US. The results are not totally surprising, CO2 is being generated where people live. What is interesting are the various factors such as how wind patterns, time of day and sprawl affect concentrations of the greenhouse gas.

New D&R Canal Construction

A short but critical two mile section of the Delaware and Raritan Canal is currently under construction. This is a previously inaccessible tidal section of the Canal south of Trenton. The trail will offer a safer bicycle or walking trip between Bordentown and Trenton through the Trenton - Hamilton Marsh.

More importantly it is the first significant construction along the planned Delaware River Heritage Trail a bi-state 50 mile loop from the Tacony Palmyra Bridge to the Calhoun St Bridge using the D&R Canal, Delaware Canal and new trails on both sides of the Delaware River.

Philadelphia Posts the Pedestrian and Bicycle Coordinator Position

It's true, as promised by Mayor Nutter the Office of Transportation has posted the Pedestrian and Bicycle Coordinator Position.

The position is open until May 9 and the details are viewable here.

Cleaning bike lanes and shoulder

This just in from one of our Penn DOT reps.


Someone asked this question about 291, but I thought the informationcould be of interest to the whole list (and other County lists too ifanyone wants to repost this).The cleaning of shoulders on state roads is the responsibility ofPennDOT. This is managed through their county maintenance offices andthey should be contacted to report maintenance issues. Municipallyowned roads are not the responsibility of PennDOT.

As The South St Bridge Crumbles Bike Traffic Builds

The Bicycle Coalition did rush hour counts of cars bikes and pedestrians on the South Street Bridge on Wednesday and found that Bicycle's accounted to more than 7% of the peak hour traffic. Pedestrians counted for just under 13% of the traffic adding non motorized traffic to a respectable 20% of all bridge traffic. If you extrapolate that percentage with DVRPC's Average Daily Traffic counts you yield more than 1300 bicycles per day.

The Bridge will most likely close this fall, the Streets Department is currently mulling over the recommendations from the charrette, and nothing looks really certain right now other than that we expect the unpopular towers to be eliminated.

Montgomery County Keeps The Trail Building Up

As the finishing touches on the Oaks to Mont Clare Section of the SRT wind down, Montgomery County is going full steam ahead on its next conquest, the Cross County Trail. A small section is now being completed from the PA Turnpike Overpass to Germantown Pike. Later this year construction is scheduled to begin on the big push to Fort Washington, nudging the extensive regional trail network into the populous eastern part of the County.

Schuylkill River West Trail Meetings Coming Up

A second set of public meetings that are being conducted as part of the Schuylkill River West Trail Feasibility Study will be held on Thursday, May 1st in the Board Room of the Lower Merion Township Building and Monday, May 19th at the Upper Merion Township Building. Both meetings will run from 7:00 until 9:00 p.m.

At these meetings, Bob Thomas of Campbell Thomas & Co. will discuss what he has learned to date and continue to gather information and input from residents during the study process.

SEPTA's New Customer Service Chief Is A Friend Of Cycling

Great news for SEPTA bike passengers. SEPTA Bus Operations Chief Kim Heinle has been promoted to Customer Service Advocate reporting directly to the General Manager.

Kim has been our chief contact at SEPTA for the past 7 years and was instrumental in getting the SEPTA buses to be 95% bike rack equipped. We have also been in discussions with Kim about a pilot project aimed at mitigating bus bike conflicts in bike lanes in University City. He is also a former board member of the Clean Air Council and commutes to work via Commuter Rail.

City Selects Toole Design for Bike Ped Plan

Toole Design Group has been selected to create a new Philadelphia Bicycle and Pedestrian Plan. The firms founder Jennifer Toole ASLA AICP was project manager for the 1998 Philadelphia Bicycle Network Plan that produced the framework for the 205 miles of bike lanes 2500 bike racks in Philadelphia.

The plan will only cover about half of the city of Philadelphia, covering an arc from Chestnut Hill to the Navy Yard. Policies and principals developed in the plan will apply to the entire city of Philadelphia. It is hoped that in the future funds will be made available to complete the swaths of the city not targeted for design improvements. The BCGP will be participating in the public outreach portion of the planning process.

Some Thoughtful Construction Detours

We have been focusing on the reckless consumption of bicycle and pedestrian space by some construction crews but these two sites on MLK Drive show that it can be done right.

At the Westbank Greenway construction site a cattle chute passageway at the MLK Drive Bridge over the Schuylkill. The protusion also seems to calm the traffic albeit only slightly.



This construction site at the Fish Ladder and Dam on MLK was blocked a few days ago. The construction crew moved the fence back to accommodate trail users. Thanks to the Fairmount Park Staff for keeping things open.

Keep in Mind on Earth Day

According to the U.S. Census 2006 American Community Survey,

For every 1 (one) Philadelphian who bikes to work
7 walk,
9 use a car pool,
23 take public transit, and
44 drive alone.

By comparison, according to a graphic in the Sunday's New York Times story titled "The Big Thirst", which used Census Bureau data

for every 1 (one) American who bikes to work
5 walk,
9 take public transit,
21 ride in car pools, and
154 drive alone

So, we do better than the national average. Nevertheless, only 1.2% of Philadelphians who commute do so on a bike. That rate would double if 6400 Philadelphians were convinced to ride their bikes to work instead of driving alone. If Philadelphia could double the number of bike commuters, it would make real gains in reducing its carbon dioxide emissions, air pollution and congestion and would improve those commuters' health benefits

Hey Media - Biking to Work is Cheap

Another article about the cost of gasoline and blah blah blah. But nothing about how inexpensive bicycling to your destination is.

I decided to figure out the cost calculation if I wrestled away the family minivan from my spouse and took it to work every day versus my bike and transit commute from Burlington County, NJ.

























My Bike Transit Commute

Monthly Transit Fare - $54.20
Fuel Cost - $0
Bicycle Maintenance - $230
Annual Cost of Bike - Transit Commute - $880.20

Total Cost Savings - $5367

I am not counting the fact that we lease that vehicle (which means that I should be including the full lease payment as an expense) and that we would have to buy a second vehicle; unless I can convince my wife to take three trains and a bus to get to work .

  • Gas Mileage is based on the info indicator light in my Toyota Sienna
  • Fuel cost is the NJ average in the Philadelphia Inquirer for 4-21-08
  • Parking costs include average garage rate ($12.65 CCD 2005) plus the $3 Inbound Toll on the Ben Franklin Bridge.
  • Transit Fare is based on $45 month NJ Transit RiverLINE Pass plus 8 trips per month on the PATCO High Speed Line (snow, ice, return trips after 7pm)
  • Annual Bike Maintenance Expenses - 2 tuneups plus $50 for parts

5PM ON MLK Drive - START YOUR ENGINES!

















BCGP Board Member and Advocacy Chair Kyle Gradinger took this telling shot of a Dodge Hemi at the front of the queue waiting for the PPD to wave the checkered flag on MLK Drive at 5PM.

Apparently some local muscle car enthusiasts have realized that this park road is theoretically free and clear of traffic (and hopefully children on bikes) immediately after the Great Unwashed are herded back on to the MLK Sidepath.

And with 1.8 miles of open road to the Montgomery Drive light the average NASCAR wannabee should enjoy a full 80 seconds of super-charged adreneline.

DRPA is "Going Green", But What About Bikes?

Ben Franklin Bridge Goes Green

The Ben Franklin Bridge will be arrayed in Green Decorative Lighting on Tuesday, April 22, to mark the significance of Earth Day.

The Delaware River Port Authority is joining WOGL Radio in efforts to promote the importance of "going green" by urging everyone to use recycled materials and cutting down on car emissions by using mass transit, such as PATCO, to get to work, go shopping, or attend recreational events.

DRPA CEO, John J. Matheussen, says "we are pleased to join with WOGL Radio to bring to the public's attention the importance of "going green." Matheussen points out the DRPA is currently working with the Philadelphia Regional Port Authority and the South Jersey Port Corporation to launch a Green Ports Initiative. In addition, Matheussen says an environmental review will be conducted Authority-wide to ensure DRPA and PATCO operations are as environmentally friendly as possible.

The Delaware River Port Authority is a regional transportation and development agency. DRPA owns and operates the Benjamin Franklin, Walt Whitman, Commodore Barry and Betsy Ross bridges, PATCO, the Philadelphia Cruise Terminal and the RiverLink Ferry.

As "environmentally friendly as possible" is a bold statement. Will this mean that the proposed bridge walkway ramps on the Camden side will finally be prioritized in the Capital Program? And what about the other bridges? Would DRPA ever consider a study to look at pedestrian, bicycle and transit access to the Commodore Barry, Walt Whitman and Betsy Ross Bridges?

Or, are those actions impossible.

Market and 29th Street (30th Street Station)



On April 17th, we called PennDOT and their consulting engineers, Urban Engineers, about the hazardous situation that has been created by the JFK Boulevard bridge work at Market and 29th. Pedestrians going east and west on the northern side of Market Street are forced to walk into oncoming vehicular traffic to cross the street. There are no signs indicating what pedestrians should do to cross safely. The Urban Engineer rep promised to look into it. We've taken some "before" pictures and video and will wait a few days to see if the situation improves.

WEST DEPTFORD TWP. Township officials reaffirmed their position Thursday evening that there is nothing more they can do to resolve the issue of a now-defunct walkway that some residents had been hoping to restore.

The walkway, which was installed by the developer and connected the Grande at Kings Woods to the township middle school, was ripped out in August as the township prepared to release the easement granted to them. Since then, neighborhood children have had to walk along Grove Road to get to the middle school.

Township officials had cited safety issues for the walkway's removal. Most notably, the walkway at three to four feet wide was not handicap accessible, according to township Administrator Eric Campo.

Beth Tachdjian, a resident of the Grande and outspoken advocate for restoring the walkway, once again pleaded with the township committee for assistance at Thursday evening's meeting.

"Our development is in total chaos," Tachdjian said. "What has happened is it's this side against that side. You guys have worked very hard at this. This is something that no other development...should have to go through."

Tachdjian also expressed displeasure that the speed limit on Grove Road has yet to be reduced.

The speed limit on Grove Road, a county road, is currently 50 mph with a 35 mph school zone and the county has asked that the speed limits be reduced by 5 mph, according to police Chief Craig Mangano. The state Department of Transportation has yet to approve the change.

"It's a shame it takes so long, but we can't control what happens, especially at the state level," Mangano said. "We'll make it happen as soon as we can."

Mayor Anna Docimo said that while she understands the residents' concerns for the safety of neighborhood children, the issue is beyond the township's control at this point.

"We can't do any more," Docimo said. "We've done all that we can do."

Campo said that the residents interested in restoring the walkway must bring the matter before a judge to be litigated.

"It does not behoove the township to say anything further in light of the litigation that is to come," Campo said. "All these claims that everybody is talking about are going to have to be evaluated by a judge."

Vince McCloskey, another Grande resident, said he objected to the township's position that the issue of the walkway is no longer a matter to be solved by the township.

"The township removed the walkway," McCloskey said. "You shouldn't have touched it. You should've just let it be."

Inspiring Nationals


In contrast to Philadelphia's relatively new Citizens Bank Park, which has 2 ribbon racks with enough space for maybe, maybe, 25 bikes, the brand new ballpark built for the Washington Nationals has bike parking spaces for 250 bikes and free valet bike parking. The effort to get people to ballpark using bikes, transit and shuttles resulted in the parking lots having many spots unfilled! As Greater Greater Washington said, even with little parking, the world did not end.

Check out the Nationals webpage on bike parking. It's inspirational! The Phils could surely do the same to promote greener ways to get to the Citizens Bank Park. Come on Phillies!

Fill Out DRPA's West Side Survey - And Ask About Bikes

Remember yesterday's posting of the bike traffic jam on the Hawthorne Bridge in Portland? Well this is Philadelphia and the Delaware River Port Authority's traffic study on the west end of the Ben Franklin Bridge provides a nice East Coast response to traffic congestion.

The purpose of the Ben Franklin Bridge West Side Traffic Mitigation Study is to improve the efficiency of travel into Philadelphia and improve access to downtown destinations via the Ben Franklin Bridge.

DRPA still believes that we can build our way out of congestion. If you look at the preferred alternatives most of them do not bode well for the urban environment. Flyover ramps? What is this the 1939 Worlds Fair?

The Port Authority needs to be know the only way to keep us out of the PHOG in the dense urban core is to reduce traffic. Fill out DRPA's Online Project Survey and ask them why improving bicycle and pedestrian access is not part of the solution.

A half dozen bollards with rings attached in the back of the building, hardly adequate for a LEED Certified Building. These bollards look like a poorly designed version of the post and ring rack.










































There is plenty of room for bike racks, or a bike station in Comcast's plaza.

Annual Meeting

80 People attended the BCGP Annual Meeting at the Philadelphia Ethical Society in Rittenhouse Square. Speakers in order of appearance were Rep. Babbette Joseph's, Deputy Mayor of Transportation and Utilities Rina Cutler and Congressman Joe Sestak. Neighborhood bike works provided bike parking.

Rally To Support 3 Million For Parks

Next Wednesday April 16 at 12:30 12:00 PM there will be a rally for Park Funding at JFK Plaza (Love Park) the northeast corner of City Hall.

The Nutter Administration has proposed a 3 million Dollar increase for parks and has proposed a 46% increase in the park budget over 5 years. The first increase in park funding in decades, which has seen the conditions of the park deteriorate.

The increase in funding is tied to an increase in the parking tax. Parking tax money which will also benefit the streets department to improve the condition of our potholed streets.

Vehicular Cycling Video Online

Here is a video produced by some California League Cycling Instructor's that has some very good tips for bicycling in urban traffic, I especially like the the tips for dealing with right turn lanes and making left hand turns.



It's duly noted that these are very skilled, faster cyclists interacting with relatively polite Southern California motorists traveling at moderate speeds, not everyone is going to feel comfortable using these techniques on Grant Avenue or Baltimore Pike.

PAYD Insurance - An Idea For State Farm's Corporate Responsibility Policies

Here is some irony; the average Philadelphian drives only half the distance that the their suburban counterparts drive (11 miles per day per capita vs. 24 in the surrounding counties), yet city insurance premiums can be up to 50% higher.

PAYD or Pay As You Drive Insurance. It bases insurance costs on the miles or the time that you are driving. Environmental Defense estimates that universal PAYD insurance would reduce congestion and vehicle miles traveled by 10 to 12 percent.

GMAC and OnStar customers in Pennsylvania offer PAYD on new cars in Pennsylvania equipped with the OnStar system. It's reported that those who drive less than 15K per year receivee a 15% discount while those who drive less than 2500 miles receive up to a 35% discount.

Ready Philadelphia Not Ready For Bicycles

Philadelphia's new disaster plan website - http://readyphiladelphia.org leaves bicyclists in a gray area, there are no designated routes for bicycles, although it can be safely assumed that bicyclists will be using the pedestrian routes, which ironically includes the Ben Franklin Bridge.

Problems may arise on streets with bike lanes, it is likely that without any guidance emergency personnel will simply open up the bike lanes and any available parking area or shoulder to automobile traffic.

City officials need to look at making emergency bicycle/pedestrian provisions on the Betsy Ross, Walt Whitman and Tacony Palmyra Bridges. While it is less likely that there will be a mass pedestrian exodus A La the Brooklyn Bridge on 9/11, it's conceivable that masses of pedestrians could be stranded at the foot of these bridges as this account of the Verrazano Narrows Bridge during the 2003 Great NE Blackout shows.

"Finally, during the 2003 Blackout, thousands of SI (Staten Island) residents were able to walk out of Manhattan on the bridges, trying to walk home, only to be stopped dead at the VNB. There was no path, there was not enough buses and the bridge police were not prepared to open a lane for people to walk across. NYC had an emergency evacuation crises here on a smaller scale than New Orleans, and like NO, failed to meet emergency needs."

Also note that the Schuylkill River Trail is not included in the evacuation plans, unlike Washington DC which lists multi use paths as evacuation routes in its emergency evacuation brochure.

Not to outdo Geico, which made walking your child to school uncool. State Farm suggests that riding a bike to work strips away your dignity. And I agree with Sheila those red bike shorts are fine.

Return Of The Scorcher

The Philadelphia Bike Film Night will be on Wednesday May 14th. While the films have not been announced I found a copy of Return of the Scorcher online. The 1992 film directed by Ted White "looks at bike culture and bike lifestyles around the world with beautiful and inspiring scenes of bike use filmed in more...China, The Netherlands, Denmark, and the U.S."
