Did you know that Pennsylvania is the ONLY state where municipal police officers are not allowed, by law, to use radar for speed enforcement!

Let's change that, nearly 600 motorists, bicyclists, motorcyclists and pedestrians die every year in PA from speed related crashes. 3 Pedestrians died on the Roosevelt Boulevard in the past month during a period when funding for State Police Radar enforcement lapsed!

Thunderhead Training Focuses on Winning Campaigns

On October 20 - 22 the Thunderhead Alliance held a training seminar to create and win campaigns (e.g. clear and free bike lanes throughout the city). 10 Bicycle Coalition leaders attended from throughout the region.

One of the most significant campaigns is the creation of a statewide bicycle and pedestrian advocacy group for New Jersey.

Winning campaigns take planning using the seven essential elements:
  • Issue Focus - Define the issue
  • Campaign Goals - What are the social changes that you hope to achieve?
  • Assess Your Resources - SWOT analysis, allies and opponents
  • Strategy - Power Mapping targets and audiences (e.g. 6 degrees of Keving Bacon)
  • Communications - Media outreach, stair speech, slogan
  • Tactics and Timelines - effective and appropriate tactics
  • Resource Management - budgeting the true cost of the campaign, volunteers

Bike Lane Update

The Streets Department has responded to the numerous complaints about bike lanes not being replaced in kind after resurfacing:

Walnut Lane - The contractor for PennDOT has not finished placing the
pavement makings on this street. The plans that were given to PennDOT have
bike lanes shown for this street. The contractor still has a lot of
markings to install on various routes.

Bartram Avenue and 84th Street
- Route 291 was relocated to Bartram
Avenue. We had to establish a share the road condition on a temporary
basis. We will be looking at haw we can re-establish the bike lane in this
area.

Bicyclist, 28, dies after being hit by a car in Phila.

A bicyclist died after being struck by a car in the city's Fairhill section Friday night, police said.

Alexis Casanova, 28, of North Philadelphia, died at 10:55 p.m. at Temple University Hospital.

Investigators at the Philadelphia Police Accident Investigation Division said yesterday that they did not expect charges to be filed. Police would not identify the driver, who stopped, they said, after his car hit Casanova near Second and Cambria Streets.

Where Have All the Bike Lanes Gone?

A couple of key points have been severed by the Streets Department and/or PENNDOT. Its interesting that the powers that be negatively impacted bicycle access at places at pinch points. What's next is the Walnut Street Bridge going back to four lanes?

1 - Walnut Lane Bridge between Mt. Airy and Roxborough (not to be confused with Walnut St), bike lanes have been replaced by a center turn lane zone. This is the only on-street connection between the two communities.

2 - Bartram Ave between Essington Ave and Island Road. This is Bicycle PA Route E and the temporary on-road alternate to the East Coast Greenway. This is disturbing because it was the Street Dept. who wanted Route E to stay on the bicycle network and now they pave over
the network.

While the Bicycle Coalition will be addressing the problems with the city, you the ordinary bicycling citizen can vent your frustrations by contacting the Streets Department.
