Transportation Enhancements vote on September 4
The House Appropriations committee voted to eliminate funding for Transportation Enhancements for Fiscal Year 2004. That bill goes to the full house on September 4. Rep. Petri and Rep Olver and others are expected to introduce an amendment that would strike Section 114 from the current appropriation.
Two good friends of bicycling, Congressman Tom Petri (R-WI) and Congressman John Olver (D-MA) will offer an amendment during debate on Thursday to restore the funding.
Call or email your Representative today and ask them to support the amendment by Petri (pron "PEE-try") and Olver to save the Enhancements program by striking Section 114 of HR 2989. Make the call on Tuesday, September 2 or Wednesday, September 3.

Schuylkill River Park paving
Paving is now under way and is complete from the Art Museum down to the Market Street Bridge. The the new segment is just a few hours old and already was being used by cyclists and joggers.
Delaware Canal surfacing
Progress continues on the Delaware Canal between Ulherstown and Easton. As of last weekend workers have progressed as far north as the canal offices at Lodi about 2 miles north of Uhlerstown (and today's earthquake).

Ride your bike to the Philadelphia Folk Festival
The Perkiomen Trail connects with the Folkfest at the Water Gate. The trail is now 95% open from the Philadelphia Art Museum (39 mi) and the Norristown Transportation Center (22mi).

Regional Bike Map wins award
The Bicycle Coalition of Greater Philadelphia can now proclaim that they have an award winning bike map. The Regional Bike Map has won the 2003 MAPublisher Map Competition Award for Best Transportation Map.
MAPublisher is a plug-in for Adobe Illustrator that allows GIS data to be
brought into the drawing program. As you go down the list you will notice
that we are in good company.

Save Enhancements Action Alert
The BCGP has added a link to the America Bikes Save Enhancements campaign on the BCGP website. It also includes contact information to find your local representative in congress.
The House Appropriations committee voted to eliminate funding for Transportation Enhancements for Fiscal Year 2004.
The Transportation Enhancements program dedicates a small portion of each State’s annual federal transportation funding to community-initiated projects such as multi-use paths, bike improvements, sidewalks, streetscaping and renovation of historic transportation structures. Thousands of communities have used the funds to build nearly 16,000 projects since the program was created in 1991. More than half of the funds have gone to creating safer places to bicycle and walk.
Some of the projects funded by enhancements include the BEEP program, Bicycle PA routes, the Schuylkill River Trail, The Perkiomen Creek Trail, the Delaware Canal restoration and several dilapidated SEPTA rail stations.

Thunderhead Ranch Retreat Photos
Yours Truly and Bicycle Coalition Events Coordinator Alex Doty attended the Thunderhead Alliance Retreat at the Thunderhead Ranch in Dubois WY. The Thunderhead Alliance is the national coalition of state and local bicycle advocacy organizations working in unison to break down the barriers to safe bicycling in American communities.

Penn Bicycle Parking Facility Opens
A pilot bicycle parking valet has been started up at Jon Huntsman Hall at 38th between Locust Walk and Walnut between 7am and 6pm. Bike parking is free and is available to all. The bike parking project is co-sponsored by the Wharton School, the Bicycle Coalition of Greater Philadelphia and Neighborhood Bike Works.
