The contest is open to all artists, designers, makers - anyone with an idea for what a Philly bike rack should or could look like. There is no cost to submission.
The deadline for submission is September 4th. The specs that the bike racks need to follow are contained in this RFP document.

It's rare that a city opens up its streets to public artists in this way. We hope Philadelphia (and artists beyond) will take advantage of the opportunity! Our city need more bike parking, and we can meet that demand while making our streets less ho-hum.
