291 fiasco in Delco

On 291 eastbound between Boeing and 420 there is a small bridge with a sidewalk. They just took guide rail and fenced off the sidewalk on the bridge but in the process, they also obstructed the shoulder between the bridge sidewalk and the road. Now bikes have to go into the lane of traffic to cross this bridge going eastbound. I wouldn’t be surprised at all if westbound isn’t next.

Btw 291 is a state highway.
